Hong Kong Top Talent Pass Scheme Renewal: 2026 Update

TTPS Visa Renewal Hong Kong 2025: New Rules and Application Strategies

Overview: Hong Kong TTPS Renewal in 2026

More than 120,000 people have been admitted to Hong Kong under the Top Talent Pass Scheme since it opened, and a large number of them are now reaching the end of their first permitted stay. If you are one of them, the extension of stay considerations are different to what you prepared for when you applied.

An application for renewal is assessed by the Immigration Department (ImmD) based on your employment or your business in Hong Kong, not on the criteria from your initial application. Admission to the TTPS Scheme is based on qualifications or income, whereas the length of your renewal is based on your current employment or business progress.

In this article we cover the changes in 2026, what to expect when you elect to renew your TTPS visa and how to prepare.

What Has Changed for 2026

The entry rules have remained broadly unchanged this year, however you may be required to provide additional evidence at renewal, affecting the length of extension.

Entry rules for new applicants to the Top Talent Pass Scheme

When looking at qualification criteria for an initial application, there are three categories:

  1. Category A visas still require an income of HK$2.5 million in the year immediately preceding application.

  2. Category B visas still require a bachelor's degree from an eligible university plus three years of work experience over the past five. The list of eligible universities grew from 186 to 200 institutions on 1 January 2026.

  3. Category C also requires a bachelor’s degree from the updated list of world’s top ranked universities. It doesn’t require work experience but it remains subject to an annual quota of 10,000.

What to prepare for when renewing a TTPS visa in 2026

  • Degree re-verification (for some Category B and C holders). Paragraph 21 of the Guidebook for TTPS requires those who never submitted verification proof of their academic qualifications to provide it at extension. This mainly affects those admitted in the scheme's early months.

  • The Hong Kong Talent Engage survey. Applicants must acknowledge completion of the "Exclusive Survey for Top Talent Pass Holders". It now appears on the extension checklist for both the employment and the business route, at first and subsequent extensions.

  • Your contribution to Hong Kong. The government is taking the opportunity to assess who is staying and how they contribute to the city through new business or employment.

Overall we have observed that more evidence is required to support your application.

The Renewal Criteria (and How It Differs from Your Original Application)

In your TTPS extension application you must prove one of two things:

  1. You have taken up employment in Hong Kong with a stable income, or

  2. You have established or joined a business in Hong Kong.

Your degree, your university and your previous income are not relevant.

Proving employment with a stable income

Your job should be on par with your qualifications and expertise, with a market-level remuneration package. In assessing the application, ImmD considers your remuneration, the economic benefits brought by your work, and the duration of your stay as outlined in paragraph 18 of the Guidebook for TTPS.

Demonstrating the establishment of your business

The proof of business must clearly show that the business is operating healthily and sustainably in Hong Kong and is able to contribute to the economy, as shown in paragraph 19 of the Guidebook for TTPS.

We’ll elaborate more on these later.

Why Current Activity Matters More Than Your Original Application

Your original application was about your history, whereas your extension relies on a current documents which could include:

  • Current employment contract and MPF contributions

  • Tenancy agreement

  • Invoices, pay run information

  • Tax filings

Many Category B and C holders arrive with strong credentials and no Hong Kong employment or business. Activity should be shown from the date of visa approval and not wait for an upcoming renewal to prove your contribution to Hong Kong.

Note: ImmD does not publish a salary threshold for this scheme. Its FAQ states that each case is assessed on its own merits, having regard to the skills and knowledge needed for the job.

How the Immigration Department Decides Approval and Extension Length

The approval and duration of your new visa are two separate decisions that can be influenced by your application. The factors used to assess the application may also determine the length of stay.

Here we cover the considerations and documentation needed for applicants as business owners, top tier income earners and those proving genuine employment.

Factors Influencing Renewal For Business Owners

TTPS holders are permitted to establish and operate businesses. A business that can show committed capital and planned hiring across three years is more likely to be granted the maximum three-year extension.

ImmD will review your application based on the following criteria

  • Turnover

  • Financial resources

  • Investment sum

  • Number of posts created for local employees

  • Economic benefits brought by the business

  • Duration of the applicant's stay in Hong Kong

Application Documents for Business Owners

ImmD will look past incorporation and review business operations. A one-person business could struggle at renewal as they need to demonstrate a genuine trading operation.

The TTPS application should include the following:

  • Local employees, evidenced through MPF contribution records rather than contracts alone.

  • Premises, with a tenancy agreement and a registered address.

  • Customers and suppliers, through contracts, invoices, or proof of deals under negotiation. Local suppliers are a bonus.

  • Capital sufficient to reach profitability, shown through corporate or personal bank statements and tax records.

  • A supporting business plan from the company stating your contribution to Hong Kong, including the capital invested and to be invested over the coming three years, and the posts created for local employees, with titles, and those to be created over the same period.

  • The Hong Kong Talent Engage survey

If ImmD accepts that a business is genuine but wants to see the next stage before committing, it may renew for one year, subject to business review. This gives you an opportunity to show at the following application that the business has progressed as expected during that year.

You’ll be required to show the current financial picture with turnover and capital, MPF records to represent hiring, and a forward-looking statement of capital to be invested and posts to be created over the coming three years.

In our experience, a business review is common across a range of visa types and business models. We prepare the audited accounts for a TTPS business renewal case officer, and handle documentation such as company incorporation.

Factors Influencing Renewal For The Top-Tier Employment Stream

Successful applicants can be granted an extension of six years.

This stream matters most to Category A holders, who were granted their original visa proving high income rather than a degree. Category B and C holders can also apply. You may apply to be assessed under the top-tier employment stream if you satisfy two conditions at the time of your extension application:

  • You have been permitted to remain in Hong Kong under the TTPS for not less than two years.

  • You had an assessable income for salaries tax of not less than HK$2 million in the previous year of assessment.

Factors not considered as part of your application

  • Turnover

  • Dividend income

  • A cumulative total income across your stay

Application Documents for the Top-Tier Employment Stream

  • Proof of admission to TTPS

  • Assessable Income: Notice of Salaries Tax Assessment

  • Degree re-verification (if not completed during initial application)

  • The Hong Kong Talent Engage survey

Tax compliance is important. If your income is not reflected cleanly in your Hong Kong salaries tax record, the full extension is not available to you, regardless of criteria being met.

Factors Influencing Renewal for General Employment

If you have been admitted to the TTPS based on qualifications or income, you will be required to show your current activity and contributions to Hong Kong. Your qualifications are not relevant to your renewal; you need to show current compensation in line with experience and qualifications.

Application Documents for General Employment

  • Evidence of employment: Contract with your job description or duties showing degree-level work in a Hong Kong business

  • Income proof: MPF contributions or bank statements

  • Tax compliance: Notice of Salaries Tax Assessment, Salaries tax demand note, or tax return showing assessable income

  • Degree re-verification (if not completed during initial application)

  • The Hong Kong Talent Engage survey

Three TTPS Renewal Situations to Avoid

Hint: all three scenarios respond to earlier preparation.

  1. The Business Has Not Yet Been Set Up

Reasons:

  • The holder has not moved to Hong Kong, or has moved late in the initial term.

  • The business has not been established.

  • There is not yet enough evidence of contribution to the local economy, with no employees hired.

How to mitigate: Invest in setting up an office and hiring staff, ideally at least a year before the application to show genuine business activity. Move to Hong Kong promptly after the visa is issued.

2. The Business Has Been Set Up, but Is Growing Slower Than Expected

Reasons:

  • This commonly involves licensing. If licenses are required for serving clients but aren’t issued, revenue arrives late and the numbers could look thin at the first renewal.

How to mitigate:

  • Invest in the office and the hiring anyway, even while revenue is delayed.

  • Increase share capital to address a longer runway to profitability.

ImmD typically understands a slow start where you can evidence that progress is genuinely being made.

Case Study

We acted for an overseas SFC-licensed business owner expanding into Hong Kong, admitted on an initial two-year visa. A change in the overseas group's shareholding during those two years affected the Hong Kong licence application, and the licence had not been granted when the renewal fell due. What we could show was correspondence with the SFC demonstrating that the application was progressing well, an Approval in Principle already granted, and the final licence two to three months away.

The visa was renewed subject to business review. One year, with the expectation that the licence would be in place and the business trading by the next application.

3. The Holder Assumes Renewal Based on a Category B or C Application

Reasons:

  • Admission to Hong Kong through Category B or C (as a top university graduate) does not automatically qualify for renewal.

How to mitigate: Build the employment or business file from the start of your arrival. Renewal is about your current activity and contributions.

Planning Your Renewal: Twelve, Six and Three Months Out

You may apply within three months before your limit of stay expires, and you must apply at least six weeks before expiry.

Twelve months out. Identify and close documentation gaps. For business owners this includes incorporation, a bank account, MPF registration, premises, local hires. For example: Active hiring is a better demonstration of your business than planning hires for the future.

Six months out. Ensure tax compliance, and request a tax return if one has not been issued. Assess your contribution against the six factors above.

Three months out. Finalise the application package and resolve inconsistencies before filing. Check the following:

  • Update the timelines on hiring if not done according to your business plan, rather than leaving a contradiction in the file.

  • Reconcile bank statements against declared turnover

  • Check that MPF records match the employees you claim

  • Prepare your Talent Engage survey acknowledgement

  • Any degree verification proof required.

Note: Application processing normally takes two to three weeks once all documents and fees have been received. You must still leave Hong Kong before your limit of stay expires if the application has not been decided, unless the Director of Immigration approves otherwise.

Our immigration services and our accounting and tax work sit side by side for this reason. We can prepare the filing and the operational documentation together.

Renewal, Dependants and the Road to Permanent Residence

You can qualify for Permanent Residency or ‘Right of Abode’ after seven years of continuous ordinary residence in Hong Kong. This includes your time in Hong Kong as a TTPS visa holder.

Your dependants' status is tied to you as the sponsor. This means that if your renewal is short or not approved, the same status applies to your dependants.

Note: You cannot let a TTPS visa lapse and then reapply under the scheme to start again. The initial stay is granted once only, and a holder who has left Hong Kong after their limit of stay expired must return through a different scheme. A lapse does not restart the seven-year residence count.

Frequently Asked Questions

Can I renew my TTPS without a job? Generally, no. Extension requires either employment in Hong Kong with a stable income or a business you have established or joined. If you are unemployed at the point of application, you need a secured offer at degree-holder level with market remuneration, or proof of business.

How early can I apply for my TTPS extension? Within three months before your limit of stay expires, and in all circumstances at least six weeks before it expires.

Does my spouse's job count for my TTPS renewal? No. Dependants may work or study in Hong Kong, but a dependant's employment does not satisfy your extension test. Your own employment or business must qualify, and your dependants' status then follows yours.

What if my business is not yet profitable? Profitability is not a stated requirement. The test is that the business is operating healthily and sustainably and is able to contribute to the economy. Where the business is not yet profitable, the file needs strong corroboration: committed capital, local jobs evidenced through MPF, premises, and a credible path forward. Expect a shorter grant while the evidence is thin.

How long an extension will I get? Up to three years, or until your employment contract expires, whichever is shorter, or six years under the top-tier employment stream. For business owners, the length is set by turnover, financial resources, investment, local jobs created, economic benefit and duration of stay. Approval and duration are separate decisions.
